The Mission


Our mission is "To enhance and regenerate the area's socio welfare, education, employment prospects and living environment enabling local residents to access opportunities for development and to improve their quality of life in general"


SCT plans to be the facilitator in effecting change for the local community providing the resources, expertise and support, delivering projects and programmes for local people to access the opportunities being created all of the time.


The Aim

Are planned to enable people who live in the Stepney area of Tower Hamlets to:

  • Access to a range of services designed to meet their needs for living (such as food and housing)
  • Develop personally as contributing members of the community
  • Gain financial independence
  • Be empowered learning new skills and gaining qualifications and experience
  • Compete in the employment market
  • Celebrate their culture whilst living as part of a multi cultural community in harmony and peace

The Objective
The method that the SCT is planning to follow in achieving the aims as follows:-

  • Provision of advice to the residents of Stepney on housing and welfare benefits entitlements which will provide necessities to live.
  • Development of a Resource Centre, particularly in relation to planning and environmental issues concentrating on the needs of local residents
  • Facilitating access to facilities for sports, recreational and cultural activities particularly aimed at women and young people.
  • Development of training, employment and unemployment issues on educational issues that concern the local residents.
  • The creation of a harmonious multi - cultural community in the Whitechapel Ward.
  • Development of health services / programmes and provision of facilities in the interest of social welfare for recreation and leisure time occupation with the object improving the condition of life for the community.
  • Dedicated programmes designed for people of all age groups to meet their needs appropriately e.g. women's work, elderly projects and youth work functions
  • Promotion of equality of opportunity and non-racial policies in the area encouraging harmony between persons of different racial groups.
  • Development of direct projects and facilitation of access to other service providers - residents of local communities, traditionally associated with inner cities, face isolation and exclusion from training, support services and job opportunities
  • - this imbalance will be redressed

The Core Value
SCT works within a set of Core Values which underpins the ethos in delivery of the services - in overview, this is as follows:-

  • Operating within a framework of equal opportunities and social justice for all sections of the community including different age groups, genders and other aspects
  • Working to effect community ownership and to encourage stake-holding in the management structure by developing functions / mechanisms which promote user involvement
  • Ensuring that all services are accessible by people who might benefit from them such as effecting disabled access, considering all issues which might prevent people from participating
  • Being proactive in promoting our policy areas such as effecting inclusively, equal opportunities and social justice
  • Operating in partnership and in conjunction with other agencies to develop a borough wide strategic response to the need for community services and regeneration
